The European Union Scholarships for Perspective Students (ESPS) Project is seeking a qualified Trainer to support its implementation activities. This position plays a vital role in coordinating and reporting project activities to ensure the successful achievement of its objectives.

Terms of Reference of Short Term Trainer to European Union Scholarships for Perspective Students Project (ESPS)

  1. Background

Increasing number of Syrians Under Temporary Protection (SuTPs) in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the Local Host Communities (LHCs) remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, implementing a scholarship program in order to support youth’s access to associate, undergraduate and graduate education forensuring the necessary skills to become self-reliant and to contribute to the economic growth and development of Turkey for SuTPs, PuIPs and LHC members to access dignified sustainable livelihood is a strategic subject.

 

Based on this background, ESPS Project`s overall objective is to support access of SuTPs, PuIPs and host community members to higher education for ensuring that they have the necessary skills to become self-reliant and to contribute to economic growth and development of Turkey.

 

In more details, specific objectives are:

  1. To promote social and economic cohesion, and inclusion among refugees and host communities in 9 provinces of Turkey in where currently 55.5 percent of the total SuTP population live in Turkey.
  2. A sustainable partnership among 10 universities under the leadership of Ankara Hacı Bayram Veli University will be established.

Project`s target groups are:

  • SuTPs students,PuIPs students and LHC students who are graduate or undergraduate at the universities where located in Adana, Ankara, Gaziantep, Hatay, Kahramanmaraş, Kilis, Mardin, Mersin, Şanlıurfa.
  • Ultimately, 4800 SuTPs students, PuIPs students and LHC students at Ankara Hacı Bayram Veli University, University of Mersin, University of Çukurova, Hatay Mustafa Kemal University, İskenderun Technical University, Kilis 7 Aralık University, University of Gaziantep, Kahramanmaraş Sütçü İmam University, Harran University and Mardin Artuklu University are among final beneficiaries of the ESPS project.
  • The area of implementation for the ESPS project activities are Adana, Ankara, Gaziantep, Hatay, Kahramanmaraş, Kilis, Mardin, Mersin, Şanlıurfa.
  • The project is being funded by the European Union for 34 months, starting on January 2023 and ending as of November 2025.
  1. Project Component

The Trainer is expected to work under;

Activity 5.3 (Organization of Turkish and English training courses for scholarships students) under Component V. Organization of Joint Social Cohesion Activities

 

Activity 5.3 :

 

Attendance at the courses will be mandatory depending on the level of the scholars' Turkish and English. The courses will be provided during their undergraduate or graduate studies. English and Turkish online courses will be organized for scholarship students at each of the 10 universities. These universities will not charge students any fees for the courses. In general, C1 Turkish language proficiency is required for foreign students to begin education in faculties at universities in 9 provinces. Furthermore, Hatay Mustafa Kemal University, İskenderun Technical University, Çukurova University, and Mersin University require Turkish language proficiency at the B2 level, and students in this situation must reach the C1 proficiency level during their education period in order to graduate. Considering these conditions, C2 proficiency level Turkish language education scholarship will be given to SuTP and PuIP students within the scope of the project. Furthermore, English language education scholarships for a level will be given to scholarship students at B1, B2, C1, and C2 levels according to the language proficiency level of the scholars. 500 scholarships will be given according to academically successful scholars by the determination of the evaluation committee. Participation in project activities is also an essential factor in determining who will receive scholarships. The planned work flow chart is as follows: - A determination test will be applied to the language proficiency level of students who receive scholarships every year. - Identifying and categorizing the candidates into 2 groups who will receive English and Turkish education. - Students who will take English and Turkish online courses are divided into groups of 15 or 20 each. - 1 course of training according to the level of the candidates. (80 hours) - Regular reporting of the course attendance statistics of the scholars. - Trainings will be given by teachers who are native speakers.

 

Relevant Outputs of the Project

- Improving Turkish and English language proficiency of scholars, ensuring alignment with project requirements and academic success criteria. The trainer will regularly monitor attendance, prepare attendance statistics reports, and provide detailed evaluations to the evaluation committee. The trainer will deliver engaging and effective online courses with a focus on proficiency level advancement, supported by native-speaking instructors and structured group sessions.

 

Contribution of the Trainer: The trainer, recruited and supervised by the PIU in close coordination with the regional coordinators, will contribute to the implementation of the action by performing specific tasks such as delivering language training, providing expertise and presentations during project-related events, and contributing to project reports and other outcomes within their area of expertise. The trainer's specific tasks, expected outputs, and clear timeframes will be outlined in a detailed Terms of Reference (ToR).

  1. Overall Tasks of Trainer

S/he will be responsible for designing and delivering language courses tailored to scholars' proficiency levels, monitoring attendance and participation, preparing detailed statistical reports, and ensuring the successful completion of language education objectives in alignment with the project's goals.

Specific Tasks

Specific tasks of the Trainer will be as follows:

Conducting language proficiency assessment tests to determine the initial levels of the scholars and design online Turkish and English language courses tailored to their proficiency requirements. Scholars will be organized into groups based on their language levels, and the trainer will deliver engaging and effective courses in collaboration with instructors. Throughout the training, the trainer will monitor attendance and participation rates, ensuring consistent engagement from scholars. Additionally, the trainer will provide feedback and recommendations to support the scholars' ongoing language development and contribute to achieving the project's educational objectives.

  1. Qualifications and Experience

  Having at least a graduate degree in language education, linguistics, or a related field, preferably holding a master’s degree,

  Working experience in delivering language training and/or educational projects,

  Good command of written and spoken Turkish and English,

  Strong skills in instructional design and curriculum development,

  Excellent communication, presentation, and reporting skills,

  Proficiency in using online teaching platforms and digital tools for education,

  Experience in creating educational materials and resources in both Turkish and English.

  1. Administrative Information

Payment Information

For payment of the fees for the assignment, the Trainer needs to submit - on the templates provided by ESPS Project and in line with the payment schedule stated in the contract:

  • timesheet(s), duly completed in line with instructions, dated and signed;
  • counter-signed contract;
  • signed payment claim(s) reflecting the days/hours worked as per submitted timesheets.

The payment to the bank account indicated by the Trainer will only be processed after certification by ESPS Project that the required services have been satisfactorily performed.

The Payment Claim will be processed together in a single payment. The Trainer is therefore requested to submit all documentation together to:
