Announcement for Regional Coordinator Position

 

The European Union Scholarships for Perspective Students (ESPS) Project is seeking a qualified Regional Coordinator to support its implementation activities. This position plays a vital role in coordinating and reporting project activities to ensure the successful achievement of its objectives.

Terms of Reference of Regional Project Coordinator to European Union Scholarships for Perspective Students Project (ESPS)

  1. Background

Increasing number of Syrians Under Temporary Protection (SuTPs) in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the Local Host Communities (LHCs) remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, implementing a scholarship program in order to support youth’s access to associate, undergraduate and graduate education forensuring the necessary skills to become self-reliant and to contribute to the economic growth and development of Turkey for SuTPs, PuIPs and LHC members to access dignified sustainable livelihood is a strategic subject.

 

Based on this background, ESPS Project`s overall objective is to support access of SuTPs, PuIPs and host community members to higher education for ensuring that they have the necessary skills to become self-reliant and to contribute to economic growth and development of Turkey.

In more details, specific objectives are:

  1. To promote social and economic cohesion, and inclusion among refugees and host communities in 9 provinces of Turkey in where currently 55.5 percent of the total SuTP population live in Turkey.
  2. A sustainable partnership among 10 universities under the leadership of Ankara Hacı Bayram Veli University will be established.

Project`s target groups are:

  • SuTPs students,PuIPs students and LHC students who are graduate or undergraduate at the universities where located in Adana, Ankara, Gaziantep, Hatay, Kahramanmaraş, Kilis, Mardin, Mersin, Şanlıurfa.
  • Ultimately, 4800 SuTPs students, PuIPs students and LHC students at Ankara Hacı Bayram Veli University, University of Mersin, University of Çukurova, Hatay Mustafa Kemal University, İskenderun Technical University, Kilis 7 Aralık University, University of Gaziantep, Kahramanmaraş Sütçü İmam University, Harran University and Mardin Artuklu University are among final beneficiaries of the ESPS project.
  • The area of implementation for the ESPS project activities are Adana, Ankara, Gaziantep, Hatay, Kahramanmaraş, Kilis, Mardin, Mersin, Şanlıurfa.
  • The project is being funded by the European Union for 34 months, starting on January 2023 and ending as of November 2025.
  1. Project Component

The Regional Coordinator is expected to work under;

-Activity 1.1 Pğect Management Organization

-Activity 1.3 Organization of the launch meeting

-Activity 1.4 Oryanization Closing Ceremony

-Activity 1.5 Establishment of the evaluation committee

-Activity 1.6 Monitoring and Evaluation

-Activity 2.1.a Designing Application Details and Evalııation Criteria

-Activity 3.1 Establishment of a common web portal

-Activity 3.2 k|MIS system to be established

-Activity 4.I A study of job mapping and needs analysis of BEURS called fields for each

year will be conducted.

-Activity 4.3 An intemship progrcm will be designed and implemented for the

scholarshipreceiving students in line with the identified areas of the results of the study,

conducted in cooperation with the private sector.

-Activity 5. 1 Organi zation of j oint social cohesion activities

-Activity 5.2 Organizatıonof events for raising a\üareness of EU perspectives

-Activity 5.3 Organizatıon of Turkish and English taining courses for scholarships sfudents

-Activity 5.4 Organization of Career Days

-Activity 6.1: Development of guideline and framework of mentorship for the project and

mentor job description for the project.

  1. Relevant Outputs of the Project

Contribution of the Regional Coordinator: The regional coordinator is PIU's contact person

at the lead and co-applicant universities; ensrrres the planned and timely implementation of

the project in co-applicant universities in line with the PIU's directives; organizes the

escalation of scholarship-related issues to PIU (Project Implementation Unit) for sfudents who benefit from the scholarship. Regional coordinators are members of the Evaluation committee; they take part in the fair distibution of the scholarship through this committee; They are responsible for the +supervision of mentors'reports and student satisfaction surveys.

  1. Overall Tasks of Reional Coordinator

Overall tasks of the Regional Coordinator will be as floows

The regional coordinator is PIU's contact person at the lead and co-applicant universities;

ensures the Planned and timely implementation of the project in co-applicant universities in

line with the PIU's directives; organizes üe escalation of scholarship-related issues to PIU for

students who benefit from the scholarship. Regional coordinators are members of the

Specific tasks of the Regional coordinator will be as follows:

The Regional Coordinator of Ankara HacıBayramVeli University represents ESPS project.

He/she is a contact point for scholars, mentors, PIU and the project partıer universities. The

coordinator is also responsible of sending prepared reports and necessary documents to PIU.
