Announcement for Project Assistant Position
The European Union Scholarships for Perspective Students (ESPS) Project is seeking a qualified Project Assistant to support its implementation activities. This position plays a vital role in coordinating and reporting project activities to ensure the successful achievement of its objectives.

Terms of Reference of Project Assistant to European Union Scholarships for Perspective Students Project (ESPS)
- Background
Increasing number of Syrians Under Temporary Protection (SuTPs) in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the Local Host Communities (LHCs) remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, implementing a scholarship program in order to support youth’s access to associate, undergraduate and graduate education forensuring the necessary skills to become self-reliant and to contribute to the economic growth and development of Turkey for SuTPs, PuIPs and LHC members to access dignified sustainable livelihood is a strategic subject.
Based on this background, ESPS Project`s overall objective is to support access of SuTPs, PuIPs and host community members to higher education for ensuring that they have the necessary skills to become self-reliant and to contribute to economic growth and development of Turkey.
In more details, specific objectives are:
- To promote social and economic cohesion, and inclusion among refugees and host communities in 9 provinces of Turkey in where currently 55.5 percent of the total SuTP population live in Turkey.
- A sustainable partnership among 10 universities under the leadership of Ankara Hacı Bayram Veli University will be established.
Project`s target groups are:
- SuTPs students,PuIPs students and LHC students who are graduate or undergraduate at the universities where located in Adana, Ankara, Gaziantep, Hatay, Kahramanmaraş, Kilis, Mardin, Mersin, Şanlıurfa.
- Ultimately, 4800 SuTPs students, PuIPs students and LHC students at Ankara Hacı Bayram Veli University, University of Mersin, University of Çukurova, Hatay Mustafa Kemal University, İskenderun Technical University, Kilis 7 Aralık University, University of Gaziantep, Kahramanmaraş Sütçü İmam University, Harran University and Mardin Artuklu University are among final beneficiaries of the ESPS project.
- The area of implementation for the ESPS project activities are Adana, Ankara, Gaziantep, Hatay, Kahramanmaraş, Kilis, Mardin, Mersin, Şanlıurfa.
- The project is being funded by the European Union for 34 months, starting on January 2023 and ending as of November 2025.
- Project Component
The Project Assistant is expected to work under;
-Activity 1.1 Project Management Organization
-Activity 1.2 PSC Meetings
-Activity 1.3 Organization of the launch meeting
-Activity 1.4 Organization Closing Ceremony
-Activity 1.5 Establishment of the evaluation committee
-Activity 1.6 Monitoring and Evaluation
-Activity 1.7 Administrative and financial closing of the project
-Activity 2.1.a Designing Application Details and Evaluation Criteria
Activity 2.1.b Designing Communication and Outreach Strategy
-Activity 3.1 Establishment of a common web portal
-Activity 3.2 An MIS system to be established
-Activity 4.1 A study ofjob mapping and needs analysis of BEURS called fields for each year will be conducted.
-Activity 4.2 Linkage will be established with job search software of İşkur
-Activity 4.3 An internship program will be designed and implemented for the scholarship
receiving students in line with the identified areas of the results of the study, conducted in cooperation with the private sector.
-Activity 5.1 Organization of joint social cohesion activities
-Activity 5.2 Organization of events for raising awareness of EU perspectives
-Activity 5.3 Organization of Turkish and English training courses for scholarships students
Activity 5.4 Organization of Career Days
-Activity 6.1: Development of guideline and framework of mentorship for the project and
mentor job description for the project.
- Relevant Outputs of the Project
Contribution of the Project Assistant: Assisting the Project and experts in the administration and implementation of daily project activities in accordance with the work plan; Preparing administrative documents, collecting and compiling inputs to documents; assisting the project related correspondence and coordination with co-applicant universities and other participating institutions in project activities; drafting routine correspondence, Notes Verbale, and other required correspondence with co-applicant universities; collecting, compiling and organizing background documents and other materials for meetings; preparing inputs to reports, summaries, graphs and inputs to presentations in support to various project activities; organising regular project meetings, prepare minutes and summaries of actions to be taken; assist in logistics of meetings, workshops, conferences and other project related events (hotel bookings, meeting room settings, audio-visual equipment, table and name tags, etc.); assist making project related travel arrangements (e.g. travel tickets, hotel reservations, DSAs, visa arrangements, etc.); supporting the implementation of project related communication activities as well as assist in the drafting of and contribute to publications, newsletters, press releases.

- Overall Tasks of Project Assistant
Overall tasks of the Project Assistant will be as flows: Assisting the Project and experts in the administration and implementation of daily project activities in accordance with the work plan; Preparing administrative documents, collecting and compiling inputs to documents; assisting the project related correspondence and coordination with co-applicant universities and other participating institutions in project activities; drafting routine correspondence, Notes Verbale, and other required correspondence with co-applicant universities; collecting, compiling and organizing background documents and other materials for meetings; preparing inputs to reports, summaries, graphs and inputs to presentations in support to various project activities.
- Specific Tasks
Specific tasks of the Project Assistant will be as follows: Organising regular project meetings, prepare minutes and summaries of actions to be taken; assist in logistics of meetings, workshops, conferences and other project related events (hotel bookings, meeting room settings, audio-visual equipment, table and name tags, etc.); assist making project related travel arrangements (e.g. travel tickets, hotel reservations, DSAs, visa arrangements, etc.); supporting the implementation of project related communication activities as well as assist in the drafting of and contribute to publications, newsletters, press releases.

- Qualifications and Experience
- Having a graduate degree in social sciences and having PhD degree.
- Being HBV University academic staff
- Ability to systematically manage and input programme-related data into the EU Funding & Tenders Portal (OPSYS).
- At least one year of experience in maintaining project logframes, including structured data entry and timely reporting in line with programme requirements.
- Having Certificate about PRAG Rules.
- Having expertise in advanced statistical methods.
- Good command of written and spoken Turkish and English,
- Excellent drafting/writing and analysis skills,
- Strong communication, presentation and reporting skills,
- To have an international scientific publication.
